wrapping up the blog

As you may have noticed, I haven't posted in a while. Things have gotten busy with all the invoicing in CARS. For September, there were almost 1,700 prime invoices submitted in CARS. It's kept all of us busy.

I think for the most part we have almost all the contracts cleared up and most firms using CARS now.

fixing bad invoices

Sometime after the July 19 release of CARS, there are some invoices that had some irregular things happen to them. By irregular, I mean, you invoiced for a certain dollar amount, it was recorded in the generated pdf, but now in CARS it shows the invoice is for $0.

If you have one of those troubling invoices, please email us at wisdotcars@dot.wi.gov.

Let us know the DOT Invoice ID and we can help get the invoices back on track. If you have already let me know about the invoices, you do not need to email us.

a busy couple weeks

Just want to thank you as we work through our first mandatory month of CARS invoicing. There are a lot of issues and questions coming in from a lot of consultants. I generally try to get through all the day's emails, but some days I do not. If you have a question that has been sitting in my email inbox for a few days, and want to make sure we got it, you can either email or call again. We've been having MS Outlook email issues lately, which has only added to the issues. For the most part though, those issues seems to have cleared up.

Previously Invoiced and Paid Amounts

Many of you have had questions about the previously invoiced and paid amounts that are showing up on your CARS invoices. I do want to acknowledge that some of these previous invoiced and paid amounts are not correct. It is something we are working to get fixed this week. There also remain a few other bugs in the CARS app that we are working to resolve with a quick fix to the CARS application sometime this week.

mandatory CARS usage for invoices

Just a reminder that as we move into August, we now have mandatory CARS invoicing for all July costs. The only invoices that are not mandatory in CARS are those projects that will be completed prior to October 1, 2015 and phased contracts. Other city, village, county and university invoices are exempt. If you need a list of those projects, please contact us. 

While we need all invoices in CARS, if there is a small firm that you are working that needs help, or will not be using CARS for invoicing, we're expecting that you help the firm where you can, and/or possibly invoice on behalf of them.

don't invoice when something seems wrong

We have over 5,000 active prime and subcontracts in the CARS application. When a contract is "Active," that means you have the ability to create an invoice on it. If you ever see anything wrong, like an incorrect DBE flag, contract function, overhead type and basis of payment, please let us know prior to the start of your invoice. If incorrect dollar amounts are showing up, please let us know that as well.

The DBE status, function, overhead rate type, basis of payment and contract dollar amounts are found at the bottom of your contract.

We know that with the start of mandatory invoicing with the costs incurred in July, that we need to make sure that all is correct, otherwise you may not be paid the correct amount, or invoicing may just be plain more of a headache than it needs to be.

invoicing at the highest level as a sub - new CARS features coming soon

A little helpful tip when dealing on your contracts if you are a sub, or want to see your amendment subcontract.

If you are an original sub on a contract, you can find and navigate to that sub in the Subcontracts area of your CARS dashboard.

If you want to see what happened when you were added as part of an amendment, go to the Amendment Subcontracts area of CARS to see what costs were added (or subtracted) as part of an amendment. We want you to be able to see all those individual components.

When you are invoicing, always start your invoice at the highest tier. In this instance, start at the subcontract. If you are a sub ($50k total amount), and are part of an amendment ($10k total amount), all those costs will get rolled into the subcontract invoice you are creating (in this example, you would invoice against a total of $60k).

If you were added as a sub only on an amendment, start your invoice at the earliest amendment that was created. If you on multiple amendments as a sub, all those costs will get rolled into one amount you invoice against.

Looking for a new update to CARS next week. The big thing will be the ability to see your subs invoices without you as the higher tier creating an invoice. Other search functionality will be included.

overhead changes

The question that seems to be popping up the most this week has been the topic of overheads. For many firms we have new overhead rates that are affecting their previous invoices in CARS. Those old provisional rates have now been updated with the new rate, making the previous paid amount and the amount incurred costs not equal.

After you do your first invoice after this overhead change has occurred, you will be all trued up, as in, your costs incurred will equal the amount you have been paid.

On June 30, we held a webinar to help all those new to CARS some introduction to the CARS application. We've been contacting firms based on the email address we have on record for them in CARS. If we don't have an email address, we're not able to reach you directly.

With that, I'm happy that word of mouth has been reaching some of the smaller firms to let them know about CARS.

getting the correct costs in CARS

I know many of you are busily entering in your first invoices into CARS. If for whatever reason you have put in the incorrect amount that you have invoiced prior to CARS, just let us know and we can fix it for you. If your first invoice has been paid, and has that incorrect amount, we will need to fix it behind the scenes. Regardless, you will want the correct numbers in there.

Also, as you are reviewing your contracts, let us know if any of the dollar amounts are incorrect. There's a lot of good data in there, but we know that on occasion the data is not what it needs to be.

Top Three Questions of the Week

Seems like these three questions came up the most this week, so I may well have a quick explainer.

  1. The browser to be using for CARS is Internet Explorer 10 (11 also seems to work just fine). I am using Google Chrome for writing this blog, but Chrome isn't the browser to use for CARS. Chrome works pretty good for CARS, but that upload documents button just doesn't work in Chrome.
  2. The search area in the upper right, that is for Prime projects, prime contracts, and prime master contracts only. In the release later this summer we will be giving you greater functionality in that area to search for subcontracts
  3. The percentages for the invoices in lump sum and actual cost invoices reflect the cumulative percentage you are done, not the percent you completed on this particular invoice.

I am hoping to have updated CARS training videos sometime this summer. The WisDOT website will be undergoing an overhaul. I would like to make the videos when that is complete.

searching for your invoices and creating a $0 prime invoice

One question that is popping up again and again is you want to know the status of your invoices. If you have invoiced before on a project and you want to know if it has been included by the prime or if the invoice has been paid, you need to search for it.

One of the menu items in CARS is the Search menu item. Hover over Search, and then click on "Invoices".

When you do that, you will be able to search for your invoices by project ID, WisDOT invoice number, or your consultant invoice number.

From there, you can check the status of your previous invoices.

If you have the invoice notification role for the project, you will receive an email when the invoice is paid.

creating a zero cost invoice to bring CARS up to date

As a prime, one thing that you may be requested to do is to create a zero cost invoice.

One reason you may need to create a zero cost invoice is simply to create an invoice so you can include a subconsultant and submit up to WisDOT so they can get paid. While this may be easy to do, I do want to remind you to put in the percent complete when you are invoicing a lump sum or actual cost. If you do not, it will appear in CARS that you owe money, as your percent complete will be 0%, and your invoice will be negative. We don't want that. Just make sure you put in the same percent complete on the last invoice you submitted in CARS.

A second reason you may want to create a zero cost invoice is to catch CARS up money-wise. For instance, what if you are invoicing in CARS, but you have a subconsultant that is all done with their work? You can create an invoice in CARS indicating the sub has previously invoiced for "x" dollars. This will essentially get CARS all caught up, and your invoices will be easy for the WisDOT PM's who are approving invoices to understand how much money they have left on the entire contract.

You may also want to create a zero dollar invoice for your subs just to get them caught up. While this may be a pain, it will be nice to get this information into CARS. If you have a sub that invoices every three months, maybe it would be worth it for you or them to create a simple $0 invoice just to get CARS caught up with previously paid invoices outside of CARS.

getting the information to create your XML

This is going to be an open ended blog. If you need help knowing the four components for your XML, please let me know. I can run a database query to get all that information for you. To be successful at XML, you will need to know this:
  1. The basis of payment
  2. overhead rate type
  3. contract function
  4. DBE status
Those four components need to match exactly in your XML as they are in CARS.

Knowing this information ahead of time, rather than clicking through each contract will help you quickly understand how to create your XML.

Mandatory CARS Implementation has been set

CARS Implementation has now been set. You can find more information in the Frequently Asked Questions part of the CARS Website

Now a quick tip to help clarify an issue that is coming up now and then.....

When you are starting your first invoice in CARS, you are prompted with the question if you have invoiced previously outside of the CARS application.

If you answer yes, you need to make sure you are including only the amount YOU have been paid, not your subs, not your subs of subs. When your subs start an invoice in CARS, they will also be prompted with this question, and they will in turn put in their previous paid amount.

having everyone on board

I know there are some firms that are now requiring all their invoices to be done in the CARS application. There may be some firms that are not aware of CARS, how it works, or what it is all about.

The first thing a firm unfamiliar with CARS will need is the ability to get in. The link to the form to get the vendor administrator into CARS can be found on the CARS Website. The form DT1522 needs to be filled out and sent to the email address found on the form. When they send it in, it gets processed almost immediately.

If you have been using CARS, and are familiar with the application, we would appreciate your assistance with helping all the new users on the ins and outs of the application. The training manual is also able to assist a new user. Of course, you can always direct them to me too.

Another thing, I know there are some firms that are using CARS for all their invoices, and others that aren't. If your firm is a subconsultant and you are submitting an invoice to a firm that is not using CARS for invoicing, please stop. As a subconsultant, I want to make sure we are not creating orphaned records in CARS. These will only create issues down the road.

The message is, as a sub, make sure your prime is all on board with creating the invoice through the CARS application. If not, please continue to invoice the traditional paper way.

CARS has been updated

We pushed about 15 fixes to the CARS application on Thursday evening.

There are a lot of fixes you may not notice, so I'll focus on the top three you are likely to notice.


  1. You can now invoice via XML if you a sub
  2. You will receive an email via the CARS application if your invoice has been rejected
  3. Indirect rates will now true up when your rate changes - you will also receive a note that this has happened.
There are a few other details that will be sent out via email to all CARS users on Friday.

While this fixes and enhances CARS, there are a few fixes coming next week that are in the works.

One issue in particular that is not working correctly is if you are a sub, and also are part of an amendment subcontract, and you have invoiced for greater than the original sub amount, the application is having a problem with paying you that amount that is greater than the original sub amount. It is something we've been aware of for a while and will be excited when it gets fixed.

what's next for CARS

Just wanted to announce that if you missed the first round of training in CARS, that we do plan on having additional training in the CARS application. There are some things that have changed since the initial launch, but for the most part, the application has the same look and feel. We will be sure to make an announcement when new training opportunities become available.

We're also getting a lot of questions about when the new mandatory date for using CARS will be. At this time, we have a few major fixes that need to be made to CARS before we can come up with a firm date. When we know, we'll let you know.

I thank you for your patience as we work through the issues in CARS.

Sometime during the next week (Apr 27 to May 1), we will have paid our 1,000th invoice through the CARS application. I think at this time we're doing about 15-20% of the invoices through CARS (that's a very rough guess).

are there things missing?

The most common question that I get about CARS is why can't I upload documents?

That and most any simple display questions can be answered by making sure you are using Internet Explorer (not Chrome or Firefox).

Another thing you need to make sure is that your Compatibility View settings are set for the application.

When you are in CARS, go to Tools - Compatibility View settings, then click "Add"

Selecting All Contracts and Creating Groups, in a Jiffy

Back a long time ago selecting all contracts posed a problem in CARS because the application was running so slow. I think I said at the most you should have about 30 contracts selected, otherwise your system would be unbearably slow.

Since the last update, I believe it you have the ability to select all contracts (prime, sub, and amend sub) and assign them to yourself. This is fast and simple.

Note, when you "Select All Active," you are only selecting that "Active" contracts at that moment.

I have a large fake firm. I was able to create 3 groups of all my active prime, subcontract and amend subcontracts and assign them to myself in 3 minutes and 1 second (I did not edit out the waiting times).




I think this is the best and fastest way to make sure you can get to your contracts.

Maybe you make it a habit as a vendor admin to go in every week for each of your 3 groups, to go ahead and look at your groups and "Select All Active" contracts again to make sure you have all your contracts. Also, everyone that is attached to those groups also gets those contracts. That will basically take a minute to update to make everyone in your firm happy.

having the proper roles to create and submit an invoice as a sub

I know many more people are starting to use CARS to invoice when they are a subconsultant on a contract.

One little thing I want to clear up is to make sure you (vendor admins) have the correct roles assigned when you are a sub. No matter if you get to your subcontracts via a group or individually, you need to make sure the role of "View SubContract Invoice" is selected. In conjunction, if you have the role of "Subcontractor Invoice Submitter," you will be able to submit that invoice. If you only have the role of "SubContract Invoice Editor," you will not be able to submit that invoice, but you can create it.

Regardless, I want to make sure that if you are invoicing as a sub, you need to have that role of "View SubContract Invoice."

a new CARS

We have made the transition to the new CARS application.

I hope what you see will make your life easier.

1. The application should run much faster than before.

2. There are now notifications in CARS, If an action takes place, someone will be notified.

Here are the basic notifications in CARS - I have also included a video to help explain how this will work.



3. Indirect Costs are now calculated by the direct labor that you add for your actual cost contracts. It is easy to figure out, but I did make a quick demo video to explain.

4. The invoice report is now much more detailed than in the past. An example of that invoice summary is found in this video.

emails from CARS

Been busy testing this week to make sure the automatically generated emails from CARS get to the correct person when some type of event happens (evaluation is ready for review or if an invoice is paid, adjusted, rejected). No matter the situation at your firm, when something occurs, an email will get to someone at your firm.

I see a lot of email addresses for vendor staff where the WAMS email address is assigned to either a Gmail, Hotmail, or Yahoo mail account. When notifications start in CARS, it will be sending the email to that address.

This is just a sneak peek at the new look of CARS where you will be able to personally manage your email address, phone number, and your name. In this instance, if Wanda worked for Amos Enterprises, the email from CARS would actually go to her Yahoo account, which might not be the correct place.


If you happen to be on the notify list for a particular project, for instance, when an evaluation is ready to review, you will receive an email. If you are the administrator for your firm, and you do not assign someone the role of evaluation notification, you will get an email like this....

looking forward

Not much new to report this week. We're still looking to release the latest version of CARS which will be released in a few weeks. When that occurs, I will post a video and documentation here highlighting the major changes that you will be seeing. I think you will like it.

Another thing I want to clarify this week regarding invoicing. If you are a sub, you can only use the CARS application for invoicing if the prime above you is also using CARS. If your prime consultant is not using CARS, while you can still use and view your subcontract in CARS, you won't be able to invoice electronically through the application.

new for this week

This week we pushed out Appendix 14 to the CARS Website.

I had hinted at this last week about giving you some sort of documentation how to take an Excel export and create a working XML invoice that you can upload into CARS.

Another thing that I got a sneak peek at today is a WisDOT notification to help us identify when invoices are aging. We have a dashboard similar to what consultants have, except on ours we have a timeline to get invoices approved, which is 30 days. When an invoice sits inside someones CARS Application for more than 10 days without it being approved, the invoice shows up as a yellow status. If the invoice is more than 20 days since submitted, the status shows the invoice as red in color. Just another neat thing for us to make sure we are getting done with the work on time.

Finally, just when I thought I would see a lull in firms signing up to use CARS, I got about 3 or 4 smaller firms into CARS today. If you are working on invoicing and have subs that are not familiar with CARS, please enlighten them so we can get them all into the application.

what we're doing now

Our training period has concluded in CARS, which only means we move onto making the application better.

One of the big fixes that is upcoming is notifications. We've got thousands of "active" project/contracts in CARS that we're busy assigning roles to. If you have attended training, one thing I've always reminded you was that when you submit an invoice into CARS, you need to email the project manager to alert them of the invoice. You still need to do this. 

In the meantime, we're busy assigning who will be notified and who will be approving each and every one of those invoices when they come in. We're also busy working on notifications for you. For instance, if an invoice is paid, everyone who was part of the invoice (primes and subs) will be notified via email. If you don't have someone with the notification role for the particular project, the administrator for your firm will get the email. There are a bunch of different notifications we are working on for you.

For now, continue to email your PM when you send in an invoice. I will make sure to keep you up to date on when notifications are working in CARS. I'll also make sure to email the vendor administrators of this change as well.

Another thing we're working on is some XML documentation. While our solution is not the one button fixes all approach, it could operate as a work around. Look for that update in the manual sometime next week.

Finally, there are a lot of invoices coming and going in CARS. I feel like I'm getting a lot of questions, which is great, but I'm monitoring CARS all day to see a lot of invoices getting submitted and paid. I feel like there's a lot happening behind my back, which is really neat.

end of CARS Training - summary

This week marks the end of our CARS Training for WisDOT and consultants.

Thanks to everyone for attending one of the training session. In all, we trained over 600 WisDOT employees and consultants.

I've been very happy with all of your comments and excitement about CARS and the future of CARS.

While we've gotten over 100 firms signed up to use CARS, I'm still missing many of the Joint Ventures. If you have contact information about the Joint Ventures, please let me know by emailing me who the contact person is. I need to get them into CARS in the same manner I have gotten the individual firms into CARS.

End of CARS Consultant Training

This week marks the end of our CARS Consultant Training sessions. We trained a total of 37 consultants in the Milwaukee area on Tuesday (2/3) and Wednesday (2/4).

While this marks the end of the formal training, we're always available for you should more questions come up in CARS.

Also, I can see us doing a webinar or some sort of formal web training to assist you when changes are coming to CARS. We certainly don't want to spring new changes on you without trying to give you some sort of heads up.

Next week we have our final WisDOT training sessions for CARS. We have a total of 50 WisDOT employees to train in West Allis and Waukesha. Starting on 2/12, you should be able to invoice any project in CARS for the State of Wisconsin.

Mandatory Implementation, future XML, future Indirect Costs enhancement, and consultant training

A few topics I want to hit for this week's blogpost.

  • delay in March 1 mandatory use of CARS

1. Many of you may have already seen that the mandatory March 1 date to use CARS has been delayed. We'll be working closely with you to get a new mandatory date for using CARS.

2. I know many of you are busy trying to get XML to work. One thing that is changing in one of the near future enhancements is that the indirect costs from direct labor will be automatically calculated by the system.

Right now in the XML, you need to declare the direct labor and then declare the amount of indirect costs in the XML. For the future XML, you will only need to put in the direct labor, and the indirect costs will be automatically calculated based on what you have put in the direct labor. You can just leave those overhead tags blank.

This is what is changing - you will no longer need the dollar amount information, but you will need the tags and information for the calendar month and year and cost rate type. This is a work in progress.








Just to note, this is not ready now. When it is pushed to the test environment, we will let you know so you can test out your XML.

3. Related to the indirect costs being calculated by the system. Currently, you are entering in manually the direct labor and the indirect costs.

In a future release of CARS, you will be able to more quickly enter in employees. The indirect costs will be generated by the system.

4. Training next week in the Milwaukee area will consist of 15 consultants on Tuesday, followed by 27 consultants on Wednesday.

CARS March 1 mandatory implementation has been delayed

As you can tell by the title of this blog post, the mandatory March 1 implementation of CARS has been delayed. There were a few crucial items that we all need to have working in CARS to proceed by that date. When it became apparent not all fixes would be done by March 1, we decided to postpone the mandatory implementation.

We'll be working closely with the consultant community to find out a new implementation date for CARS.

Note, if you have started invoicing a project in CARS, you should complete your invoicing for that particular project. You should not go back to paper.

Regardless of implementation, we are still busy training consultants. In the upcoming week, we have training in Waukesha on Wednesday and Thursday. So far I have 18 consultants signed up for those dates.

CARS Training in NC Region and Consultant Training Update

Just got back from training WisDOT employees in Rhinelander and Wisconsin Rapids. A total of 46 employees were trained. They are now ready to accept invoices electronically through the CARS application.

I also wanted to update you on the new training dates for consultant training. The new dates are January 28 and 29, February 3 and 4.

I have consultant training in Madison next Wednesday. A total of 20 consultants have signed up for training.

change in CARS Consultant Training Dates

I know many of you have signed up for the February 17 and 18 CARS Training dates in West Allis and Waukesha. 

Many of you should have received an email indicating that those training dates will no longer be offered because we are losing our training environment after February 11.

I think this is good and bad. Bad because I don't like to have you make a commitment to the time, and then back out of it. This is something that really was out of our hands, so I let you know as soon as we did.

I am happy that we will be offering training earlier though. I felt with the March 1 implementation date, that training in mid-February would not allow you a lot of time to change how you did your business. The new training dates will hopefully be the last week of January and the first week of February. Hoping for 4 training dates over those two weeks. Will follow up with you as soon as I have dates and locations booked. I will work to update the website as well.

January 2015 training schedule

As we head into the New Year, let's look ahead to what is on our training schedule.

WisDOT training

Rhinelander - 1/13/15 - training 14 employees
Wisconsin Rapids - 1/14/15 - training 29 employees

Consultant Training
Madison - 1/21/15 - training 14 consultants (so far)

I know we are down to two months until implementation. I'm trying to set up either a WebEx training session or possibly another training session in the SE Region in late January.
